Former Toronto pharmacist convicted of sexual assault allegedly kidnapped, tortured by sex worker and ‘male friend’

The statutory release of Toronto sex offender Allen Siu Ming Chow was revoked last week after it emerged that he breached his community release conditions and allegedly committed the same crimes that saw him incarcerated before — drugging a sex trade worker and documenting a disturbing sexual assault.

But the 73-year-old disgraced pharmacist would not be back in prison were it not for an alleged kidnapping in which he was the victim.

Around mid-May, after his family had not heard from him for three days, his daughter visited his condo where she found his vehicle missing, “several phone numbers written down referencing females with assumed meet up dates” and a liquor store bag with a receipt showing a recent transaction.

The Parole Board of Canada issued a “suspension warrant” for Chow on May 20 and Ontario Repeat Offender Parole Enforcement officers located him “in a condo with two individuals who were arrested for kidnapping” a short time after that, although the exact date is unclear.

During a “post-suspension review” by PBC on May 26, after being treated for a broken orbital bone, the board said Chow told police he’d succumbed to the temptation of internet pornography last December and soon “progressed to meeting up with sex trade workers.”

When the male friend of a sex worker Chow had met with figured out his identity and what he’d been convicted of, he and the worman allegedly accused Chow of drugging and sexually assaulting her and tried to extort money from him. Chow said he admitted to recording part of their encounter, but told them her inebriation was a result of street drugs she’d used, not him purposefully drugging her.

“While in their confinement you were deprived of food and beaten. This went on for three days. Your bank accounts were drained and the kidnappers held you until you were found by police,” the board’s decision notes.

Peel Regional Police have also accused the 73-year-old of drugging and sexually assaulting a woman on multiple occasions between December 2025 and this April, recording their encounter without her knowledge or consent. The PBC decision identified the woman as the sex worker who allegedly kidnapped him.

Police believe there are more victims.

While apologetic for letting his family down and “willing to accept consequences,” the board said Chow denies involvement in criminal activity or substance use, claiming the alcohol was for the sex workers he’d meet.
